The signal
DSIT’s 2026 AI Adoption Research found around 16% of UK businesses using at least one AI technology, while agentic AI was the least adopted technology among current AI users at about 7%. ↗ That suggests the market is still much closer to experimentation than broad autonomous deployment.
Integration is the harder milestone
The UK Business Data Survey found only 21% of AI-using businesses reported AI integrated into existing business systems. ↗ For agents, integration is more demanding than access to a model: they need permissions, data, tool access, state, escalation rules and audit trails. The practical adoption barrier is therefore organisational architecture as much as model intelligence.
Our 2026–27 forecast
Base case: organisations deploy narrow agents into bounded workflows with clear approval gates — for example research, candidate administration, customer triage or internal operations — before expanding authority. Upside: reliability, tool-use standards and governance mature quickly, accelerating multi-step automation. Downside: security incidents, weak economics or poor auditability keep agents in supervised copilots rather than autonomous roles.
Signals that matter
Watch for higher AI system-integration rates, formal AI policies, permissioning tools, evaluation frameworks and measurable reductions in cycle time. The strongest commercial solutions will probably expose when the agent is uncertain and make human intervention easy. A product that only appears autonomous but cannot be governed will struggle in high-consequence workflows.
Strategy implication
The adoption question is not “Can an agent click and type?” but “Under what authority, evidence and control can it act?”. Management consultancy and idea-to-operation delivery can use that framing to separate useful automation from theatrical autonomy.
