Founder & Director

Farzad Momeni

Farzad Momeni is a UK-based entrepreneur, researcher and business-development strategist whose work spans retail development, international business, urban planning and project delivery. His focus is on turning viable ideas into operating businesses, stronger SMEs and place-based economic value.

Why Sanctuary exists. Sanctuary was created to close the gap between advice and execution. The group connects strategy with implementation — from validation and business planning through launch, operation, measurement, improvement and growth — while linking commercial development with regeneration, employability and entrepreneurship.

Operating model

Sanctuary uses a quantum-inspired organisational model as a design metaphor: interconnected, adaptive and non-linear rather than a rigid command pyramid. Specialist functions remain accountable for their domains, while major decisions are strengthened through shared intelligence, cross-functional challenge and collaborative decision-making.

Contribution: turns strategy into a coordinated delivery pathway across projects, workstreams and operating teams.

Core responsibility: idea validation, technical feasibility, prototyping, MVP development, product architecture, automation, AI and applied R&D.

Contribution: moves ideas from concept into testable prototypes and MVPs, creating evidence before larger-scale investment or deployment.

Technology should remove friction, not create another layer of it.

Head of Urban Planning & Geo-Marketing

Core responsibility: spatial analysis, GIS, site strategy, catchments, geo-marketing, high-street activation and place-based growth.

Contribution: connects location, demand, community context and market geography to better site, regeneration and growth decisions.

Growth is stronger when location, people and demand are read together.

Head of Human Resources Development

Core responsibility: workforce design, capability development, employability, talent pathways, learning and organisational development.

Contribution: builds the people systems and capability pathways needed to support delivery, progression and sustainable growth.

Capability becomes economic value when people can see a pathway forward.

Core responsibility: startup finance, investment-opportunity assessment, financial modelling, management accounting, cash-flow oversight, funding readiness and capital planning.

Contribution: evaluates startup and investment opportunities, strengthens financial control and helps projects move toward credible funding and investment decisions.

Capital should follow evidence, discipline and a credible route to value.
