A sensible experiment — with a limit
The North West pilot reported on 14 August is expected to provide up to 70 young people aged 16–21 with three weeks of AI training, including building and using AI tools responsibly alongside basic workplace skills. The ambition is for many participants to move into apprenticeships with participating employers (The Guardian, 2026) ↗. The wider government programme was announced in June as part of a national effort to improve entry-level pathways in an AI-exposed economy (DSIT and DWP, 2026) ↗.
The pilot is valuable precisely because it is a test. Its weakness would be treating three weeks as a complete employability solution rather than the first stage of one.
AI skills decay quickly when they are detached from work
Tools change quickly, but the deeper problem is transfer. A learner can complete exercises successfully and still struggle to identify when AI is useful, judge an output, work with a manager or apply the skill under real constraints. Government-backed Skills for AI research reaches a similar conclusion: effective training is practical, task-based, contextualised and part of an ongoing journey (DWP and Skills England, 2026) ↗.
For young people with limited work experience, the workplace context is not a small add-on. It is part of what they are learning.
What employer evidence suggests
Muehlemann's 2025 study of German establishments finds that sustained AI adoption is associated with increased apprenticeship intensity among firms already providing training, while continuing-training resources also shift as skill needs change (Muehlemann, 2025) ↗. The institutional context is different from the UK, so the result should not be transplanted mechanically. It still supports a useful principle: technology adoption and structured training can be complements rather than substitutes.
The Sanctuary perspective: turn the bootcamp into a bridge
Sanctuary would design the programme around transition points. Week three should not be the end; it should hand the learner into a coached employer project or structured placement. That project should produce evidence of capability — a workflow improvement, research task, customer-service prototype or data exercise — that the young person can show to an employer.
This is where learning and development connects directly to employability rather than operating as a separate course market.
A five-stage pathway
Stage 1 is foundation: responsible AI, workplace basics and problem framing. Stage 2 is coached practice on a real or simulated employer problem. Stage 3 is employer exposure through a placement, project or apprenticeship assessment. Stage 4 is entry into paid work or a recognised apprenticeship. Stage 5 is modular upskilling after entry, because AI capability will need to be refreshed.
The programme should also preserve non-AI skills: communication, reliability, judgement, teamwork and the ability to understand a customer or colleague. AI can amplify those capabilities; it cannot make them irrelevant.
Measure the pathway, not the event
The most useful evaluation would follow participants at 3, 6 and 12 months. Are they in work, education or an apprenticeship? Are they still using the skills? Did employers retain them? Which modules predicted progression? Where did people drop out?
A short bootcamp can absolutely open a door. Public policy should be judged on whether there is a corridor behind that door. That is the difference between a training event and a human-capital strategy.
